I think he is deeply mistaken. There is no democracy on the internet, just countless people shouting at each other. Democracies have to be organised, and planned. Some communities on the internet work; others are transient. There may be democracy within those groups, or there may not. Collective action isn't emergent. It takes a lot of time, and work. If anyone can point to the collective values of the "internet", I would be very surprised.
The members of the Brotherhood have no way of recognizing one another, and it is impossible for any one member to be aware of the identity of more than a few others.
The Brotherhood cannot be wiped out because it is not an organization in the ordinary sense. Nothing holds it together except an idea which is indestructible.
